Biometric System at the Petaling Land Office
(System was introduced as per their letter dated 27 September 2011 [ref: (44) dlm PTP.16/1/2011])

According to the senior representatives from the Jabatan Ketua Pengarah Tanah dan Galian (JKPTG), the biometric system is being introduced to enhance the security on land administration and to prevent/minimise fraudulent land transfers.The Petaling land office was one of the three land offices in Peninsular Malaysia selected for the implementation of the use the biometric system on a trial basis.

The biometric system is presently targeted to be implemented for all freehold land. This system requires the owner of the property to physically be present together with his/hers/their Mykad(s) to place both his/hers/their thumb on the biometric appliance available at the land office in order to verify his/hers/their ownership. Having done so, a 'Biometric Confirmation Letter' will be issued.The Biometric Confirmation Letter must be enclosed together with the instrument of transfer (Form 14A) for registration purposes. It is made to understand that the Biometric Confirmation Letter is only valid for a certain period (the validity period is yet to be determined). If the instrument of transfer is presented after the validity period, a fresh Biometric Confirmation Letter will be required.

With regard to the registration of the representative of legal firms ('Modul Wakil Peguam') the District Officer of Petaling Land office has confirmed that the biometric system is not compulsory as the Selangor Government has not consented to its implementation as yet.

The Meeting with the Petaling Land Office

The Conveyancing Practice Sub-Committee of the Selangor Bar Committee at a meeting with the land officers and other representatives from various other bodies at the Pejabat Daerah dan Tanah Petaling on the 25th October 2011 had raised several objections to the introduction of the biometric system at the Petaling Land Office.

As a result to the objections raised, the District Officer of the Petaling Land Office has agreed to issue a circular to state that the biometric system is advised to be used by land owners of freehold titles on a voluntary basis.The Petaling Land Office will accept instruments of transfer without the enclosure of the Biometric Confirmation Letter when presented at the land office for registration purposes.
